Which provider should I buy?
Whichever matches your list. Check where the people you are emailing actually read their mail first, because buying the wrong one is the most expensive mistake you can make at this point.
Packs or a tenant?
Packs of three keep problems contained: if a domain stops working you lose three inboxes. A tenant of 100 is far cheaper per inbox, but all 100 share one reputation. Under about 1,000 emails a day, buy packs.

What if I do not need them for two months?
Then buy fresh inboxes and warm them yourself. They cost less because the 51 days have not been spent yet. They are the wrong buy the moment a start date is fixed and close.
